I have found the cause of the issue and will look into a fix or at least workaround.
I’m also currently unable to import settings from neither another Piefed or a Lemmy instance, same error as in OP.
Thank you for setting up the instance, I’ve been waiting for a Piefed server closer to home. If you need help with maintenance, feel free to DM me.
Alright, I found the issue again. I didn’t realize that the fix I submitted earlier didn’t get backported to PieFed v1.6.x, so I had to make sure to re-apply the patch.

Okay, I thought it was fixed but perhaps it’s another issue or a regression. I will look into this in the evening.
A workaround is in place. Hopefully it will work if you try again.

Okay, this appears to be a different error with a different root cause.
I will dig into this a bit more, but what I can tell so far from the server logs it appears to be related to importing PeerTube subscriptions.
Good to know! I’ll axe them from the settings file and see what happens.
